meet mr bojangles

this cat, who my neighbors and i call mr bojangles, has been hanging around my block for a while now.

i've been wondering what to do with him.

every time i go on a walk, he follows me. i think he's living in my garage. i feed him every day.

he's pretty skinny, but not grotesquely so. he's not been neutered. he also has this concerning lump on his neck, which i do not have a photo of.

the thing is, he's very friendly. so friendly to the point i think he might be someone's cat that they've just left outside. so i don't know if i really have authority to decide what to do with him. then again, he might just be a very friendly stray cat.

i know some people who have chip readers to see if he's microchipped. until then, does anyone have any advice on what to do???
