
People who can't speak English shouldn't be working people-facing roles in English speaking countries

For context I live in London. Iykyk. And honestly I'm kinda sick of employers hiring people who can't even speak or understand basic, conversational English working in roles where their whole job is to communicate with people.
I remember times where I've gone into cafes and ordered something and the foreigner at the counter looks at me like I'm the crazy one speaking a made up language because they don't speak English and haven't even memorised all the stuff on the menu.
Another time, I had to call 911 for someone and I couldn't even understand the person on the other end because their accent was too thick.
And also, at my university, the receptionists don't speak a lick of English. You cannot even hold a basic conversation with them, making them completely useless at their job.
Actually that is what prompted me to make this post today because I was staying with a relative due to personal circumstances, and had to travel 4 hours to get to uni. I also didn't have my student ID due to the same aforementioned circumstances. I arrived only to find that the machine for day passes was still not working (it was faulty even a whole year ago and they still haven't fixed it which is real pisstake....). With no ID and no way to print a day pass, I had to ask the receptionist for the physical passes they keep behind the counter.
As expected, she could not understand even the most simple sentences and kept asking me the same question over and over again as if I hadn't answered it already because she couldn't follow what I was saying. At one point I even said to her "No, I'm NOT a new student" (after she completely misunderstood the situation due to not understanding anything) and after using 100% of her English skills she mist have managed to grasp 'new' and 'student' because her response was "Ohhh you're a new student". Facepalm. Frankly I'm suprised she even understands the word 'student' because she asked me if I'm student or staff (I'm very clearly a student..), I responded "student" and yet she proceeded to ask me the same thing 2 more times.
I was honestly so peeved that I eventually asked her to bring someone who spoke English which got people nearby staring at me like I'm the bad guy. I felt like an ass for saying that since I'm normally a very patient person but truthfully I shouldn't have to be patient everyday. If you can't speak English, you shouldn't be working this job. It's not fair on everyone else and it's natural people may begin to get frustrated....
I can't even begin to understand who is hiring these people for these roles and how this is happening
