[Definitive edition] Pro laps store in Rodeo los santos isn't letting me buy clothes

I have not unlocked san fiero or las ventures yet.

I am able to go inside the store but there is no yellow cone to enter the cubicle to try on and buy clothes?

Is there a fix for this?
