Should I charge after a short (10 mi) ride ? Or wait until my battery is just about down to 20%?

About to pull the trigger on a new Ebike. Can I get by with a Thule hanging carrier or do I need a platform? The Thule is rated at 100 pounds for two bikes, and is a hitch mount with a stabilizer strap. It’s mounted on a pickup with a factory hitch. The new ebike is rated at 39 pound frame. If that includes the wheels and other functionality parts I don’t know. The other bike weighs a lot less but I haven’t weighed it.
