Hornady #3140 .311" box vs .310" recipe—safe to use starting loads?

​I picked up an older vintage box of Hornady #3140 (123gr 7.62 Cal) that is explicitly stamped .311" on the label. From what I understand, modern production runs of #3140 are sized to .310", and current published load data reflects that smaller diameter.

I'm loading these for my Mosin. Can I just follow the recipe like normal, or do I need to make a change (like backing off the charge) to account for the extra .001"?

Substituting reloading recipe components (45 acp)

I want to start reloading .45 ACP, but I'll need to substitute some component brands, such as the brass, primer, and bullet. I understand that bullet substitutions should generally be the same weight and type, but I'm unsure how much the other component substitutions matter.

For load data that lists only one powder charge rather than a starting and maximum charge, is it appropriate to reduce the listed charge when working up a load with substituted components? If so, what is the recommended approach?

PDX1 Defender Style Shells w/ Pyrodex?

These are 12 Ga. shells that use a mix of a 1oz rifled slug with 3 pellets of 00 buck. Would such a load be safe to reproduce using pyrodex?

COW Buffer in 12 Ga. 12-pellet 00 Buck Pyrodex loads?

I currently load 12-pellet 00 buck Pyrodex shells for my 12 gauge.

Will using cream of wheat as a buffer raise pressure to dangerous levels?

I've already successfully used COW buffer with my 9-pellet loads.

My current load is:

80 grains of Pyrodex P

nitro card

1-2 fiber wads (depends on hull brand)

12-pellet 00 buck payload

overshot card (if needed)

12-pellet 00 buck in 2 3/4" Pyrodex loads?

I currently load 9-pellet 00 buck Pyrodex shells for my 12 gauge.

Sometimes, I need to add half of an extra fiber wad to achieve the proper stack height. Instead of using the extra wad material, could I add another layer of 00 buck pellets to take up that space?

My current load is:

80 grains of Pyrodex RS

nitro card

fiber wad

9-pellet 00 buck payload

overshot card (if needed)

Reloading for 6.5 Vetterli?

I've tried searching on the internet about this topic, but it seems like there's lots of conflicting information out there.

What bullet diameter size is needed for this cartridge? Are jacketed bullets fine?

It's also my understanding that low velocities need to be used if reloading smokeless ammo for the Vetterli. Would something around the realm of under or at 2000 fps be okay? I'm also assuming pyrodex based 6.5 carcano could also work?
