We're trying to get a DTR classification for us governmental social workers but the union is fighting us?

So we haven't hired anyone New in a year. Well scratch that we hired someone and they left shortly after training. Now in children's services they recently were able to get a DTR classification for themselves and in adults we're thinking because we short staffed and haven't had anyone new in a year we should have the union petition to see if we're eligible. However the union is saying it's not allowed under the MOU

Getting pushback on starting a JLM with seiu?

So in our contract we have a option to form a joint labor management committee. My office in a county government which has like 8-9 offices spread out county wide decided to sign a petition to start one. I've emailed my rep it but they're saying we need to go to 3 different offices which are 30-40 minutes away before they decide to act. We're thinking of just telling them to send an email to the different workers to see if they're interested
