INSTIGATION is the embodiment of self run justice, which makes him a spirit. He is not dead nor alive, but is more like a living concept. While he does try to help people, he is very stubborn and cannot imagine someone becoming a better version of themself with time and work.

once he is on a case, he will know EVERYTHING about the person he is slandering, and twist that information for people to follow his word.

He has a special ability to literally create armies by just speaking. If you listen to him raving about someone he sees as evil, and you don't know the person from before, the character who hears will become very angry and start following the witch hunt as well as they can, despite what reputation INSTIGATION may have at that point.

but IF you do know the guy being slandered before, you are free to rather follow the hunt or not involve yourself with it. only those who ACTUALLY know the criminal can make their own conclusions.
