How do you mod a Country that's in a mod?

I wanna make a Submod for the mod 1984 Revolution of Communist Germany, but I have no idea how to really mod, let alone mod a single country in another mod. Could someone please help?

Doing a Project on "What if the Prussian Scheme Succeeded" and ran out of German Monarchs who have these uniforms, atleast ones in Color. Is there any similar pictures I could use?

Tierlist of how nations have Handled the Blight currently

Reasonings for each tier:

"Not anywhere near Europe"; Pretty self-explanatory, The United States in nowhere near Europe and have little to no idea of what's going on in Europe

"Not currently affected, but still vulnerable"; Portugal's saving grace is their distance from the fighting, but that all depends on whether or not Spain falls.

"Most of their territory is over run"; These countries are pretty much done for; their nations have been completely overtaken by the Blight and most that remains of their forces are disorganized and completely battered

"Still in the fight, but mostly unknown"; This one was tricky, since we know very little about whether or not Vienna or Budapest has fallen, but we know for a fact they're still in the fight, likely due to their terrain

"Holding Steady against the Blight"; At the currently lore, we know that these 3 nations are doing pretty good against the blight, with them able to hold it back significantly and even able to have a few victories under their belts.

"The French Empire"; What is there even to say. They are so far the only nation who, at least implied, to have LIBERATED not just territory from the Blight, but a whole City. Not only that, if we do go off the history, they aren't as likely to be dealing with as many deaths thanks to their advances in Military Medical science, something other nations wouldn't adapt until the Crimean War.

Let's be fair, it's not a question of IF Gameoverse gets greenlit, it's a question of WHEN

Within a month of its release, it quickly became Glitch's Third highest viewed pilot, beating out both Gaslight District and Knights of Guinevere, both having less within nearly a year of their release.

At this rate, it's fair to say it's not a debate whether or not Gameoverse gets greenlit, it's a matter of when it gets Greenlit; unlike the long debates about Gaslight District and Knights of Guinevere's Greenlighting

How did humanity NEVER run into Gem Technology or sites?

Thought the events of Steven Universe, we are shown that the Gems created MASSIVE sights across the earth during their colonization of the Planet and the only person to ever really catalog these things was Buddy Buddwick.

How was nobody else interested in these places and what they held, I mean the Kindergartens alone were massive biological dead zones where physically nothing could grow or survive, nobody wanted to see why that is?

And before you say that the Gems may have stopped them, Two of them ENCOURAGED Buddwick about these things

Why did Semyonov decide to install a new Tsar?

IRL he wasn't exactly the Biggest Monarchist around; he was more just a brutal warlord with a lust for power. Why didn't he just simply start a new Russian State with him as the new Supreme Leader?

Before you say it's because of Legitimacy; He's backed fully by one of the three great powers, he doesn't really need Legitimacy

Do you think King George III is still alive?

Not because of the Infected getting him, he was at Windsor Castle which was 20 miles from London.

But his health was TERRIBLE at this point, he was Insane, Blind, Deaf, was suffering from Dementia, and had Chronic Pain. Now he's being forced to Evacuate to somewhere safer and is being told that this unknown disease is spreading across the Island. At this point, is it fair to assume there's a good chance that George's health got worse as the Blight spread?
