What an acceptable amount of time to give someone grace when moving in?

I have new neighbors. They moved in on the first of this month. The move-in noise was moderate but not too bad but today, 9 days later, heavy furniture moving, stomping about, sliding heavy pieces of furniture, dropping loud things, etc. I'm trying to be understanding, but it's driving me pretty insane right now.

I had an order placed and tipped 50% out of convenience and appreciation for the delivery. I haven't used Grubhub since my food was stolen last time about two years ago. The building is 20 stories, and we are located directly on the 6th floor. Something told me to meet her at the door, judging by her pic, but I decided to risk it. Apparently, she took the food to an unknown floor, took a pic, and probably the food as well. No call, text, or anything about where she left it. I checked as many floors as I could and nothing. This is a professional office building, and no one would have taken the order. I was refunded, but that's not the point. I hate thieves and lazy people. If you don't want to work, find another job.
