AR Pistols Explained.. hopefully
Since the "how AR pistol?" question pops up every time someone discovers the roster exists, I’ve put together a summary of the community consensus on the Single Shot Exempt (SSE) process to the best of my abilities.
The Basics: How do you actually get one?
You can't just buy a stripped lower and build a pistol (that’s "manufacturing an unsafe handgun" in the eyes of the CADOJ). You have three main paths:
- The "On-Roster" Route (Franklin Armory CA7 / CA11 / JT-15): These are on the roster as bolt-action repeaters. You buy it like a normal handgun, then most people swap the upper later (see the semi-auto section below).
- The SSE Route (FFL07 Manufacturers): Certain FFLs (like 2A Zone, MoreauWorks, RifleGear, or Manzano) have the license to manufacture a "new" single-shot pistol. They take a lower, build it into a compliant single-shot configuration (no gas system, usually a zero-round sled), DROS it to you as a "Pistol," and then you're good to go.
- The PPT Route (Private Party Transfer): Buying a used AR pistol from another CA resident. This is the only way to get a "Semi-Auto" DROS paper trail, but expect to pay a "roster tax" ($1,200+ is common).
The "Semi-Auto" Conversion (The Gray Area)
- The #1 question: "Is it legal to put a semi-auto upper on my SSE/CA7?"
- There is no specific penal code that says an end-user cannot modify their own legally owned handgun.
- The DOJ has "warned" that this might constitute manufacturing an unsafe handgun, but they’ve never actually charged anyone for it in the ~10 years people have been doing it.
- If you go semi-auto, it MUST be Maglocked (AR Maglock + Kingpin, Hogue Freedom Fighter, etc.) and limited to 10-round magazines.
Compliance Checklist
If it is semi-auto, it must follow these rules to avoid being an "Assault Weapon":
- Fixed Mag Only: You cannot have a "featureless" AR pistol. It has to be maglocked
- 10-Round Limit: Even if you have "Freedom Week" mags, using them in a maglocked pistol creates an illegal AW
- Brace vs. Stock: Braces (SBA3, SBA5, etc.) are currently fine. Putting a Stock on it makes it an illegal SBR
- No Vertical Foregrips (VFG): Unless your Overall Length (OAL) is over 26" (measured from the end of the buffer tube to the end of the threads), a VFG is a no-go federally and in CA. Angled grips/handstops are fine.
Recommended Shops (FFL07s)
If you want to go the SSE route, these are the heavy hitters the sub usually recommends:
- 2A Zone (Upland/Riverside)
- MoreauWorks (San Marcos)
- RifleGear (Fountain Valley)
- Manzano Munitions (Bay Area)
- NorCal Firearms (Manteca)
- River City (Sacramento)
- GLS Armory (Rancho Cucamonga)
- Ammo Bros (Cerritos/Ontario/Riverside/San Diego/Perris/Westminster)
Summary: "What should I do?"
- Buy a CA7 or JT15 or JT9 and modify
- Contact 2A Zone or MoreauWorks or whomever above to DROS a specific lower (Aero, KAK, Dirty Bird, Anderson, BCM, Geissele, etc.. ) as an SSE pistol. You'll supply the LPK and upper and they assemble into a single-shot AR pistol
- Scour the CalGuns/CaGuns marketplaces for a PPT.
I hope this helps.. I hope we can sticky something like this eventually to stop the daily 3-5 questions about AR pistols from people who have usually never built an AR let alone held one.
Please don't start with a pistol as everyone should be starting with a basic 16" AR15 in 556 and probably featureless as their first.
