The magnetic devices are not literally magnetic but are attracted to whatever you tune them to. 1.) Is a detector like a metal detector. 2.) A compass pointing to whatever is closest to what you've tuned it to. 3.) Is a powerful magnet, like an MRI machine. The options for the tuning can be something as simple as a periodic element or specific types of organic or non-organic matter.

For example, if you choose density, then you are creating and uncreating atoms. So if you shift the density of an iron bar and put it into a rock, then the rock would have more atoms, and the iron would have less. Or if you choose Memory, and you transfer the memory of the existence cats into someone's mind, then the memory will disappear from the original memory holder's mind.

The portals are created two at a time, and in the same portal making machine. We can't do anything evil with them, and every country and company on Earth is issued a portal making machine so that no one can hoard them or create a monopoly.

It just doesn't work. In universe, you can do so much just building things out of scrap because it's inherently a cartoon universe. There doesn't need to be an explanation to how Batman affords everything he affords in this universe. He's a ninja. You would have a better time connecting Batman's secret identity to Ras or something than a random billionaire.
