Carcosa originally was just a desolate sand planet that had no sun (or eclipse)and no structures/buildings, but has supernatural manifesting powers for those who inhabit the planet. All the Echelon crews before IV were the ancient civilization(the creators and destructors of Carcosa). Remember that on Earth only a short time has passed while centuries have passed on Carcosa for Echelon I, II, and III before IV arrives. All the architecture that we see was built/manifested by those crews.
Nitya along with the Echelon I crew arrived first and manifested themselves as the Overlords. She rejected this though and they killed her girlfriend for it. I think Nitya manifested the sun/eclipse and created the loop system that only she could use to prevent herself from turning/losing herself into an Overlord/monster and due to the sun necklace connecting them (as well as their close relationship) Arjun is also able to loop.
