Hiking without a shirt?

If I'm hiking on public trails without a shirt to regulate body temperature, is it cool if I pop my shirt off? Even on chilly days I get hot quickly if I'm going uphill. Most people don't seem to care but I can tell when other hikers are offended. Am I in the wrong here?
