Toshi's secret agent or fell off due to mage powercreep?

Piccolo got everything you want in a mage. Area-denial, an insane burst option, a surprisingly good dash, the longest range ult in the game. Genuinely a frightening sniper. But yet more than not, Piccolo tends to struggle. His cons tend to be; easy to predict, dash is more situational in longer matches due to wall crushes, super attack needs to be charged to be effective, light grenade needs to be at certain ranges for damage thresholds. But even then, a competent Piccolo still cleans house with constant light grenade one-shots. What makes Piccolo regarded as low tier?
