Anyone know what the top bar is meaning with the "12 turns -13, 13 turns: 0" means? Similar thing with the faith and science resources

I know it's highly subjective due to different NIs focusing on different things but what do you all think?
My vote would be Scandinavian. Militarily you get solid land AND naval ideas(in case you need to fight GBR late game) and economically you get admin efficiency, building bonuses (+1 slot globally is huge) as well as goods produced. You don't really get colonial or religious bonuses though, but I think it's made up for with the other ideas.
Looking to replace some old earbuds that are finally dying. Don't really care for AI in my earphones but can't seem to get away from it. Between these two, what would you recommend?
I have cleaned both the connectors on the case and the earbud itself but it still blinks white then after a while will connect to my phone while in the case.
Any ideas?
Budget: ~$2000
Country: USA
Use Case: Primarily gaming. Mainly play Grand strategy games (Paradox, Total War, etc)
Preferred Specs: 10 key is a must, I would also prefer 2TB of storage if possible. 32 gb RAM would be nice but I recognize that the price point is asking a lot
Notes: Don't really care about 4k gaming, OLED, etc. My desktop has a Ryzen 7 9800x3d and an NVIDIA 5070ti so maybe something around there or a step down?
For example for ragged schools. Its parent law is religious schools and the allowed law is compulsory primary education. Does that mean you need religious schools enacted?
The wiki says the parent law affects the interest group stance, so does that mean that with ragged schools, the devout would view compulsory primary education the same as they would religious schools?
Mechanics:
Elections and war. Just implement the elections as in the story and replace the current civil war system with the story version.
Geological features causing random damage. Maybe add in the "random hazards" feature from FP1.
Tales:
Lost colony - basically the BoT story but for endless. You have a colony you need to reunite with.
Unstable foundation - also like the BoT story but focused on the evacuation. You find out the map you start on is a ticking geological time bomb and you have to escape.
Invasion - kinda the BoT story but from Aurora's point of view. You are at war with another city that launches raids you have to defend against, tried to stop your scouts (killing them if successful and resetting their progress) and ultimately trying to invade.
Winterhome reborn - Start with a randomly generated established city in the midst of civil war and you have to establish peace. Mainly an early game challenge since you are dropped in the middle of the war.
It just came out of Early Access today so wondering if it's worth it to get
Issue: Every few days, my PC will lag/stutter pretty hard intermittently for a few minutes then restart. It is then fine for a few days before doing it again. I bought this computer in November of last year and it just started doing this in the past couple of month.
