ATIP/GCMS Notes received - musings, observations, and bit of a mystery

First off, we knew our family was in PSU, or at least that our first July 2025 package (2 family members) was, based on their ATIP notes. Now we know this second July 2025 package was also sent to PSU as well (6 family members) based on notes we just received for 1/6.

My adult child (G3) applied in July 2025 in that second family package with two siblings, two cousins, and an aunt.

In December 2025, their grandparent (G1) received their certificate. In March 2025, their parent (G2) got their certificate. Brilliant - we think the rest must not be far behind (wrong, but whatever).

On 6/23/2026, we uploaded their grandparent's and parent's certificates via webform to their application. This resulted in the normal auto-generated email receipt, which said, "We acknowledge receipt of the documents. If your enquiry was solely to provide documents, please note this is the only response you will receive."

On 6/25/2026, they received a SECOND email receipt, saying "We confirm that we have received and added the documents you submitted to your file, as well as the information you provided in your request, for review and consultation by an agent." I have to admit, I was excited to see this because it suggested some additional human action had been applied, evidenced by this second, apparently optional receipt.

Note that we uploaded parent and grandparent certificates for this applicant's two siblings, and both received these same exact two email receipts. At the same time, we uploaded grandparent certificates for their two cousins, who only received the first (generic) email receipt. We had previously uploaded the other applicant's parent certificate with no movement.

On 7/2/2026, we had this specific applicant requested their ATIP notes. We decided this one would request theirs on behalf of the family, to see if any clues could be gleaned about the whole family cohort's application package, as the sibling applications were identical and cousin applications were very similar.

On 8/19/2026, this applicant's ATIP notes arrived. The date they were generated was 07/24/2026. (Bit of a lag there from generation to receipt...but whatever, we did get them.)

Here's the thing: There is NOTHING in these notes referencing the G1 and G2 citizenship certificates we uploaded that IRCC acknowledged receipt of. In ATIP notes from the earlier family package (same family), there were specific dated references to later-uploaded documents.

Of course we wish that the receipt of a parent's certificate ought to instantly simplify and reduce processing time for the child's certificate. We know it doesn't work this way. But this is why our family uploaded those certificates, to see if it might help things along.

Really all I came here to say is, I think it's odd and possibly concerning that this very significant documentation upload isn't reflected in the ATIP / GCMS file. I thought for sure it would be.

I know a few folks here have had IRCC ask for documents that had already been uploaded.

I'm NOT wanting to cause anyone to worry about this. I am just curious to know if others who received their ATIP / GCMS notes AND received their certificates can confirm whether later webform uploads were reflected in their notes.

I do not want to risk draining IRCC's resources further with exploratory requests. My experience so far with ATIP / GCMS notes is that if one Interim Measure family member was confirmed PSUed, you can assume the rest were. I now have three family members' notes including my own, and they don't give us any useful information about application processing at all, other than to confirm PSUness. So I don't recommend requesting notes, because it's a drain on IRCC for almost no useful information that I can tell. I am just trying to make sense of the ones we got before I decided it wasn't a good idea to request them.

Also, FWIW, even though these notes confirm that this application was categorized as urgent, it's been over a year and I do not see any correlation in our family between the "urgent" label and processing speed. Two of our "urgent" July 2025ers received certificates in March 2026. Six are now also confirmed "urgent" and still waiting.

Some of the worst stress of the entire citizenship-by-descent process is not hearing about your application for long stretches of time - or hearing that your application has been sent to the Program Support Unit (PSU) and may be sitting there for an extended stay.

Whether your envelope seems to have taken a scenic detour on its way to Nova Scotia, you didn't receive an AOR after many weeks of waiting, or you simply haven't heard about your application processing in months, this is a place to commiserate and potentially receive some ideas of next steps to take. (Those generally might include following up with IRCC by web form, ordering the GCMS notes, seeking an MP's help, and so on.)

Certified Baptismal Records as Modern Birth Certificate

In process of obtain proof of citizenship application and wanted to share a correspondence I had with a fellow from the BANQ regarding a my request for a certified 1872 baptism record of my G0:

Hello, 

Because you paid for certified documents, a letter is not required.

This certification makes the document official for government as if this document is a modern birth certificate.

Uploading documents to multiple UCIs?

We submitted four people's CIT-0001e forms in a single envelope, with just one copy of the supporting evidence. We received four AORs and four UCI numbers.

Given the June guidance about documentation from the original authority, we're preparing an update to upload. We can only add a single UCI in the upload form. Do we:

  • upload the PDF four times?
  • upload it once and put the other three UCIs in the text box where we can explain what the documents are and why we're uploading them?
  • just once and trust that the other three will be updated?

It kindof looks like I need to upload it four times, which seems weird when we only submitted the documents once.

Travel while citizenship application underway

Hello,

I am looking to travel outside of Canada for a for a month while my application is underway.
I don't have an AOR yet, and my date to travel to approaching fast.
What are my options if I don't have AOR by then yet would want to travel at the anticipated date ?

Since, it is required to inform any planned vacation of more than 2 weeks.
Supposedly I get the AOR and I proceed to raise web form, does that put me back in queue of processing or does it means extra scrutiny or proof of travel to identify physical presence check because of fresh travel history ?

Also, is it advisable to travel while the application is underway, currently the wait times for processing in quite a bit, which I understand believe is case by case however I have to make a decision to travel or not sooner rather than later.

Please advise.

Second fingerprint request for Canadian citizenship after 18 months — has this happened to anyone

Hi everyone,
I’m looking for people who have been in a similar situation.
My husband submitted his Canadian citizenship application in November 2024 and gave his fingerprints in February 2025. His citizenship test and background check were completed a long time ago, but his application has been stuck for almost two years. Some other requirements, including language, are still pending.
About a week ago, he contacted IRCC to ask for an update on his application.
Today, he received a new request to submit his fingerprints again, even though he already did them in February 2025 — so there is an 18-month gap between the two fingerprint requests.
Has anyone here experienced the same thing?
Did IRCC ask you for fingerprints a second time after more than a year?

How long did it take for your application to move forward after you submitted them again?

Did you eventually receive your citizenship?

We would really appreciate hearing from anyone who went through something similar. We’re trying to understand whether this is a normal part of the process or if it can mean that additional background checks are required.

So… is there anyone else here who is Mexican and applying for Canadian citizenship by descent? 🇨🇦🍁🇲🇽🫔

I’ve noticed that a lot of the applicants here seem to be from the U.S. or Europe (obviously😜) so I’m curious if there are people from other countries with Canadian roots who have an unusual family story behind how their ancestors ended up there.

In my case, my Canadian connection comes from my Acadian grandmother, who ended up meeting a Mexican man and eventually moved to Mexico.
I’d love to hear if anyone else has a similarly “odd” or unexpected Canadian ancestry story, especially other Mexicans. How did your Canadian ancestors end up in your family tree?🍁

The C-3 wave is probably peaking

Drake equation-like estimate of USA C-3 totals

I've seen increasing despair about the growing backlog and wait times for C-3 citizenship by descent applications in various threads. I also think there is growing nervousness about how the Canadian public will feel about a wave of dual citizens moving in.

I did some math months ago about this and wanted to share it. TLDR: the surge of applications is probably peaking now. Applicants have to be eligible, to know about the program, and to choose to see it through. When you think about what percentage of people in the USA tick all those boxes, you get a number not too much bigger than the current application backlog of ~120,000. (Yes, that 120,000 includes non-US applicants, but it also does not include applicants who have already been processed.)

My guess is that the backlog of archival requests is steadily approaching completion, and that there will be another 1-2 months of a rising count at IRCC followed by stabilization at a peak under 200,000. Maybe you think my guesses above are wrong -- feel free to do your own estimates (and to tell me how wrong you think I am!).

Checking status tool

For weeks now I couldn’t figure out why after receiving my AOR I could not check my status online using the Canadian website tool.

So today I have finally figured out my issue with the website . I live in the uk but there is actually two options I believe. One is UK British subject ( this is what I have been selecting and failed ) and two England. How did I even miss this 😳

So I have now tried England and I’m straight into my application.

I thought I would share this incase it helps others or have I been having a brain drain for weeks 🤣

Shout out to the amazing Nova Scotia Archives!

I just wanted to share the text of the certified letter my sibling and I received from the Nova Scotia Archives regarding the lack of a birth certificate for our G0. I hope this is okay with the mods! They went above and beyond what we requested. Can archivists accept gifts (or snacks like pastries)? They must be overburdened with inquiries so we appreciate how thorough they were.

Here is what the certified letter said (with a seal on it).

Regarding the birth registration of ________ , born ______ 1889, at Horton, Kings County, Nova Scotia.

_________ was born when the Government of Nova Scotia had no system for the government registration of births. While government birth registration had started in 1864 it stopped in 1877-1922, years before the birth of ________.

When birth registration resumed in 1908 the legislation allowed the voluntary inclusion of birth events that had occurred during the 1877 to 1908 period when there was no registration system. This however was a voluntary system, and many remained unregistered. Additionally, even during periods where the provincial registration system has been in operation, our experience is that it was not fully comprehensive – resulting in some gaps, where no record is available.

The Nova Scotia Archives has made a thorough search for the government birth record of ________ but has been unable to find a provincial birth registration that matches the details provided. Our search included a wider time period than the date of birth as found in the 1901 census. Additionally, we looked at the inclusion and non-inclusion of the middle name and the potential reversal of their order, as well as anyone born in that area within a 15 year period of the ______ 1889 birth date.

While provincial registration is unavailable, we recommend seeking out alternative forms of documentary evidence where possible, such as census returns or local church records. In this instance church records may not be useful in identifying the place of birth as the census indicates the _______s were a Baptist family where the tradition would have been adult baptism.

Processing volumes down for third successive month; applications in July highest yet: analysis of August update

A few weeks ago I offered some analysis of the monthly updates that seems to unearth IRCC's internal estimate of the number of applications it is processing per month. (link below).

This comes from the observation that in each month's updates, the "number of people ahead of you in the queue" and the "number of months left to wait" are related exactly linearly. In other words (taking the August update), the June 2026 cohort of applicants have 117,800 people ahead of them and will wait 25 months (117,800 divided by 4800 is 25), and the Jan cohort have 24,800 people ahead and will wait 24,800÷4800=5 months (rounded).

This 4,800 figure can be taken as IRCC's assumption for applications processed per month. It's the same for every "cohort" in a given monthly update, but it changes from one monthly update to the next. In the May update we had to divide each cohort's queue length by 5,925 to get the month estimates. So we can plot these monthly processing estimates over time, to get a chart like this.

It seems fair to guess that IRCC is just using the previous month's processing volume in their assumptions. If so, this suggests that IRCC processed around 5,900 applications in April, falling to 4,800 applications in July. We can speculate why this might be - summer staffing issues, the ongoing impact of the retraction of certificates, etc.

This also indicates that the "number of months" estimate is very crude - it's just implied by the remaining queue size for each cohort. There's no attempt to allow for different processing speeds for urgent applications, PSU cases, etc. and to consider how this affects expected wait times for different cohorts.

This simplistic approach on the part of IRCC also explains some of the recent rises in "months remaining"; if processing times drop, the months remaining estimates rise automatically. Likewise, if IRCC had processed (say) 7,000 applications in July, the number of months estimate for the Jun cohort would have been 17, not 25.

Further, if we tie these processing numbers to the queue size, we can derive application totals (at least, those that have received AORs).

No longer on Application Status. Used to be. No name change. God news or bad news?

Hello, I promise I did a search and looked in the wiki. Please be gentle. I have had difficulty getting into my account to check my status today, but was able to yesterday. Today I used the UCI, the Application number, and even the Receipt number. In no instance was it able to find my application, same results as we've seen before. I've been in process for months now.

I thought I had seen, in the past, that folks sort of disappear from the tracker sometimes when they're about too be issued their certificate (maybe related to maiden/married name which doesnt' apply here)? But that might be hopeful confabulation. What has been the actual experience?

I have posted a few times about having a job offer that expires in September. Because of that expiration, we (they and I have roles) are applying for a work permit. I used my UCI on that application, which may have been a misstep, and I would understand why that would mean that the UCI wouldn't work to look up the citizenship application, but nothing else (application or receipt) is working. The work permit application went into processing yesterday.

Edit to add: I see that the tracker for folks getting naturalization is down. I mean the one for the Citizenship by Descent. Ironically, I have no difficulty getting into the tracker for the work permit, which I would have thought was the same as the naturalization one...

Edit 2: it isn't clear above, but I don't have a name change at play here.

Error in name spelling on certificate

Not sure if this makes sense here or in a weekly thread but I’d love some advice on this situation from others who may have similar experiences. My child’s certificate was received August 13 (hooray!) but there is an error in the spelling of his first name. Obviously all of the identification documentation I provided shows it the correct way so I submitted a web form the same day about this using the “report a technical issue” option. Does anyone have experience with a correction like this and how long it takes to get it addressed, or even how long it takes to hear back from IRCC in response to an inquiry? Some of their web form options seem like a black hole. I don’t feel like I need to upload anything additional as they already have copies of everything with the correct spelling. Anyone with a similar situation that has gotten it resolved, I’d love to hear from you!

Here’s my update 8/18: I tried calling IRCC via the Toronto Airport number (905-676-3640) and pressing 2 to get through. It took multiple attempts where the line would just beep repeatedly and then drop my call about 15 minutes in. I finally got through to the IRCC phone tree after waiting and then tried going through the options only to end up at a recording saying they are too busy to take my call at this time and got disconnected. I was able to get back into the IRCC phone tree again right away the next time and finally talked to an agent. Waited about 40 min to talk to someone after getting into their system. The agent was helpful and verified my information and then indicated that they would notify the office to reissue the certificate with the correct spelling. Not sure how long that will take but it’s (hopefully) handled! Hoping this information helps someone in a similar situation down the road

Weekly Optimism Post

Happy Sunday fellow Canadians!

Well, it’s been seven weeks since I last posted. At that time, there was a lot of confusion and not much optimism as we sorted through what was known and unknown about the surrender letters. A few weeks ago it looked like we started having some movement on the spreadsheet, but I wanted to wait a while to make sure it really looked like a trend that approvals are moving along. So here’s what it looks like after many weeks with very little movement on the spreadsheet:

Week of July 27th: 9 approvals
Week of August 3rd: 17 approvals
Week of August 10th: 17 approvals so far

So a total of 43 approvals in the last three weeks - 10 of which are pre-C3.

A few things to be cautious about when interpreting this: (1) Prior to the suspension letters we were averaging between 20 and 30 approvals per week, so the approval rates recently may still be a little low relative to approval rates before. But they seem to be picking up. (2) These numbers also include what appears to be families applying together. So 17 approvals is most certainly a mix of a few larger families applying together and other individuals applications… not 17 unique individual applications.

So here are my four reasons to be optimistic this week:

  1. Approvals have resumed. Hopefully that means there has been some retraining at the IRCC and they have clear guidelines and protocols moving forward that should help us as applicants as well as the agents who are working to approve applications.

  2. Summer is coming to a close. It is well known that within Canadian bureaucratic agencies, vacation times are much more common in the summer. So we could see an increase in approvals sometime in September as more agents return to work.

  3. We now have several weeks of data showing that the deluge of applications that we saw in March and April have tapered off. The upward trend of applications in March was substantial and exponential. If it kept moving at that pace for a while, it looked like we would all be stuck for years and years. After several weeks of declining application numbers, it appears that there was a “glut“ of applications during that time. It was probably a combination of the most motivated people finding out about it around the same time, taking a few months to collect documents, and finally applying. That’s when I applied as well. The sharp decline and plateauing of applications is good news for processing times. I know that the times have been increasing on the tracker, but we may see a plateau there as well. I don’t know that for sure, but a future plateau is certainly possible

  4. A personal note of optimism for myself is that a family member has been approved. I had been working with this family member on collecting documents for our G0. They applied two weeks before I did. I know that doesn’t mean I’m going to be approved in the next few weeks, but it does mean that the IRCC accepted the same documents that I submitted for my Canadian ancestor as “proof.“

OK, it’s good to be back. Hope you all have a great week and let’s hope that the IRCC keeps the coffee warm this week so they can approve a record number of applications!
