On a July evening in 1988, IAS officer Rupan Deol Bajaj attended an official gathering in Chandigarh. In a room full of India's most powerful bureaucrats and dignitaries, a senior public official slapped her on her butt and made an unwelcome sexual advance. It happened in front of several people, mainly men.
She objected immediately. The men allegedly laughed and dismissed it as a joke. Then, she filed a criminal complaint.
What followed was, in many ways, worse than the incident itself.
She was told to let it go. Friends, colleagues and senior officials - men and women - advised her not to pursue the matter. They suggested she was making too much of it. She was made to feel that she was the problem, not the man she had accused. She paid a professional and personal price for refusing to back down, yet she stood her ground.
The legal battle lasted nearly two decades. Through every appeal and every attempt to brush the incident aside, Bajaj kept fighting. In 1995, the Punjab high court upheld the conviction. In 2005, the supreme court affirmed the conviction, bringing one of India's most significant criminal cases involving sexual misconduct by a public official to a close.
The impact of her fight reached far beyond her own case. It sent a clear message that unwanted physical contact is not harmless fun or a social misstep. It is an assault on a person's dignity. Her courage helped shape how India understood and applied the law on outraging the modesty of a woman, and it became one of the early milestones on the country's long journey toward stronger protections against sexual harassment.
Real change rarely begins with governments or courts. More often, it begins with one person who refuses to accept that power should prevail over principle. Rupan Deol Bajaj was one such person.
She is a TRUE HERO who deserves to be remembered.
