Scan 1: WSC/WSM/WSS are all perception based.

Scan 2: Mihawk admits inferiority to WB, already know someone's gonna call Yoru just an oversized ruler

Scan 3: Shanks and WB are relative

Scan 4: Also in positions since I know someone will misquote what Shanks said to WB when warning him by ignoring the "too" and ignore that WB was just on the way to the top.

Scan 5: They haven't fought in over a decade

Scan 6/7/8/9/10: Mihawk hasn't fought anyone stronger than East Blue Shanks while Shanks has fought Loki, Became a Yonko, increased his Bounty by 3B, and [probably] fought more HK's even after he came back to them and left so Shanks has improved his strength and Haki

And, his Vivre Card states he's the Best/Greatest Sword Master in reality, not that he's the strongest Swordsman in reality

The "feared with anyone with a sword bit is contradicted by Vista's Vivre Card.

Scan 11/12/13 : Shanks is no longer a swordsman that's why Mihawk lost interest, they never got a chance to finish their duels since Shanks lost his sword arm.

The best argument is the dialogue between King and Zoro confirming that wielding a sword doesn't make you a swordsman. The main question is what does make you a swordsman since we can't determine that using the IRL definition anymore.

I think the hint to what makes a swordsman lies within king's words of using traditional forms or techniques.

Perhaps a Swordsman is one who uses a certain forms and Swordstyles while a non Swordsman simply uses a blade as a weapon and hits with power.

With that view you could make a difference between someone like Big mom and Fujitora. Perhaps Roger lies with the former and just hits you with overwhelming haki. Perhaps Shanks used to have a form and style till he lost his dominant arm.

We simply truly don't know. It all depends on how shanks fights and if that way of fighting falls in what's considered a way a swordsman fights.

But currently Shanks isn't a Swordsman, maybe he was in the past and that's why Mihawk fought him but they haven't fought for over a decade combine that with the fact Mihawk only challenges Swordsmen and that's how he got his title, Shanks isn't a part of it.

To clarify I'm not saying Shanks is a Hakiman or that the title is based on skill, but it is based on perception
