Is Launch Manager no longer in the Play Store? Can't seem to find it today.

For those like me who find Usenet or others like it totally alien, where would one find an easy-to-read and follow how-to for any of these services that will work for our purposes? Thanks for any help.

How do I turn off this voice-over telling me everything that is happening on the screen? It just started today on my Windows 10 PC using the new current update, 5.0.0-Beta.36. I can't find anything in the menus to turn it off. Subtitles are set to off. Trying to watch Marshalls.
