Multiplayer has been out for a while now, how come there are still no community servers with any gamemodes?

Boggles the mind that there's still no community servers taht are more than random people spamming in vehicles and griefing. (actually played a bit of PropHunt but it was barebones and prone to cheating)

I wish i wasn't a dumbass and i could code.

What is the reason for the lack of servers? Lack of tools or interest in the community for it ?

I'm looking for resources that teach the system design and technology selection side of software development .

Basically, how to think about the components that make up different types of products and why you'd choose one approach over another.
