Troy Mayor Carmella Mantello Declares Emergency to Fund Flock Safety Cameras Over Public Opposition

Flock Safety automatic license plate readers capture and store vehicle data across municipal networks. In Troy, New York, Mayor Carmella Mantello invoked charter emergency powers under §C-40 after the City Council directed the auditor to pause payments following public opposition. The dual-use capacity of the same camera network enables continuous location logging and inter-agency queries regardless of stated public-safety justification.

The systems interface with residents through fixed roadside sensors marketed for crime reduction. Structural gaps appear when emergency declarations override legislative pauses and public comment, exposing privacy and democratic oversight to unilateral executive action. Council members and residents raised data-retention and sharing concerns that remained unresolved at the time of the declaration.

For residents this produces infrastructure that continues operating after formal opposition. The right in tension is consent and local legislative control. Similar patterns appear in other cities where vendor contracts advance through crisis framing rather than full public process.

Taken to scale, emergency overrides of surveillance contracts create standing power imbalances between executive action and community input. Independent verification of charter limits and contract terms remains essential. Support local oversight efforts and demand transparent retention policies.
