[clash of clans] if wall breakers die after attacking, how do they get promoted to balloons?

Basically the title, the game calls balloons “promoted skeletons who traded their love of destroying walls” which doesn’t make much sense because when a wall breaker destroys a wall, it blows itself up, how are they getting promoted after that?
