The directing duo Radio Silence (Scream, Ready or Not) and screenwriter David Coggeshall have explicitly confirmed that the 2008 movie is not part of the new film's canon. The events of that movie simply did not happen in this timeline.

Quentin Tarantino basically told the actors to make their fake Italian accents as painfully bad as possible and let them lean into it. Brad Pitt's exaggerated delivery of "Buongiorno" and repeating "Gorlami" wasn't even meant to go that far, but Tarantino loved the take and kept it.

What makes the scene so good is the contrast with Christoph Waltz. Hans Landa switching between German, French, and English effortlessly throughout the film, and then effortlessly playing along with Brad Pitt butchering basic Italian words with a southern accent, turned a life-or-death situation into pure comedy.
