The town with an insane number of utterly pointless rules

A town/city (an type of location really) with an absolutely absurd number of laws/rules. Often many of these rules are either superfluous, redundant, contradictory, pointless, or completely nonsensical in nature.

The main characters in globe spanning will often visit places like this and will have to navigate the ridiculous (and often comedic) bureaucracy of the place they find themselves in service of their goals.

  1. The city of Facade - Nier

The protagonist finds himself in the secluded desert city of Facade because he wishes to speak to the king who is said to be searching for a cure to the disease that inflicts his sister. The city has over 200,000 rules, most of which serve no obvious purpose and seem to do nothing but inconvenience people.

Here are some of my favorites (paraphrasing here):

"If you want to live in the city you have to wear a mask at all times"

"If you see a lizard crawl into a pot you have to catch it"

"If you ask someone to buy something for you, you CAN'T tell them what it is you want them to buy"

"If you get into an argument with your wife you have to make up with her that same day or your divorced"

  1. VFD (Village of Fowl Devotes) - Lemony Snicket's: A Series Of Unfortunate Events

Klause, Violet, and Sunny find themselves taken in by the town of VFD while on the run from Count Olaf. They have an entire book of rules the size of a dictionary which they ridiculously adhere to.

It is filled with things like "No books, with the exception of the rule book", or "No machines", or my favorite the hilariously useless law of "No villains allowed in VFD".

They might as well have just said "being a criminal is illegal".

VileEye has said that he wants to start covering real people, and I'll just say about De Sade holy fucking shit! If you don't know about him the fact that he is where we get the word Sadism from should give you some idea.
