Career prosecutors accuse LA city attorney Hydee Feldstein Soto of dropping cases to help donors

As she runs for re-election, L.A. City Attorney Hydee Feldstein Soto faces turmoil and claims of unethical behavior from career prosecutors in her office who have accused her of favoring political donors in criminal cases and questioned her administrative decisions and demeanor.

The allegations have been laid out in emails and a memo obtained by LAist, as well as a sworn declaration to a court.

In emails to colleagues earlier this year, two supervising prosecutors questioned the city attorney’s directive to drop a price gouging case against a major campaign donor. One claimed it’s part of a pattern by Feldstein Soto.

“This latest instruction now to dismiss an active case fully supported by the evidence showing not just probable cause, but a high likelihood of conviction by a jury at trial is improper and unethical,” wrote Dennis Kong, who leads the unit handling price gouging prosecutions, in a Feb. 3 email to colleagues. “Especially in light of the fact that we have confirmed that the parties involved are campaign donors."

Voting for Judges can be confusing--but in Superior Court No. 2, the current Judge, Robert S. Draper, faces ethics charges from CA Commission on Judicial Performance.

Some of the creepier details:

  • Racial Bias/Prejudice: During a posttrial hearing, Judge Draper initiated extended, unprompted comments regarding his personal views on race with newly substituted defense counsel (who was a Black woman), despite race not being an issue in the case. He used outdated/unacceptable descriptors (e.g., "coal black" and "light brown") and fixated on topics like the history of Southern segregation, miscegenation, and the racial backgrounds of Super Bowl quarterbacks.
  • Gender Bias and Sexual Harassment: He routinely referred to adult female litigants and students using demeaning language like "poor little girl". During a break in the hearing, he approached a female general counsel from behind and, without permission, touched and stroked her hair. In chambers, he relayed an inappropriate, sexually explicit anecdote about male attorneys sleeping with female secretaries. He also globally commented on a female witness's physical appearance as being "quite attractive".
  • Violating Direct Involuntary Leave Orders: After court leadership placed him on involuntary leave due to erratic behavior, he ignored explicit directives to stay away from the courthouse. He repeatedly snuck back into his chambers, accessed restricted computer networks, and attempted to direct research attorneys regarding active cases.
  • Cruel Comments to a Dying Attorney: An attorney requested a brief trial accommodation, disclosing he had terminal ALS and stating on the record, "I want to try this case before I die". Judge Draper sarcastically responded, "Well, Mr. Santos, are you still going to be dying next week?" before denying the accommodation and pushing the trial out months.
  • Mailing Nude Photos of Himself: He used his official court email account to send graphic photographs of his own physical injuries to a court employee and multiple judicial colleagues, including a picture of himself from behind entirely without clothing. (These actions led the court to terminate his server and email access entirely).

Count 6: Court Security Violations

Count 7: Failure to Cooperate with Court Leadership and Insubordination

The Spoiler Strategy against Nithya Raman

It was already widely reported that LA County Federation of Labor has put out ads "attacking" Spencer Pratt, which are clearly aimed at boosting his profile by repeatedly mentioning that he's a Republican and decrying policies which would actually appeal to Republican voters--'He wants MORE police!' (Gift link to LA Daily News article)

This is a cynical ploy to help Karen Bass win by ensuring the top two vote-getters are her and Pratt, in a general election where 55% of the city are Democrats and 18% are Republicans. Who does that keep out of the general? Nithya Raman, who is neck and neck with Pratt, and who would be a more formidable opponent to Bass.

Now there is another so-called attack ad campaign, targeting a candidate who is polling below 5% and has no chance of winning the primary, Rae Huang, similarly decrying her policies that would actually attract leftist and progressive voters who would be most likely to support Nithya Raman: 'She supports public investment in permanent affordable homes!'

The ad is paid for by LA Police Protective League Independent Expenditure Committee (see the Form 496 below).

It's sad that hundreds of thousands of dollars are going into attack ads that aren't even acknowledging the candidate that they want to beat, apparently because they don't have anything on her.

This is like a bad episode of The Wire, if it ever had a bad episode.

Please share this widely, ballots have already gone out and they know Nithya can win.
