Problems with clean wet shave (chin & other)

Right now I'm using the Wilkinsons classic double edge safety razor and have been getting better doing it everyday for the past month.

Sometimes it's really clean and smooth skin sometimes it's not, I can always get it clean going over it once more, but once there is no shaving cream left it's much harder and time consuming so I'd rather get it right first time, alternated between their blades and titanium ones. Was wondering for advice on getting it clean first time.

Lastly, I don't really have a smooth chin so I also find it extremely difficult not to nick myself if going for a clean shave on the chin, and I'm not sure if a safety razor is the job for it? I'm fine with using a different type for it, but I used a disposable Gillette one before which allowed me to apply enough pressure to get a clean and no nick shave every single time, I'd like to stay away from disposable, but if there's nothing else as reliable, quick or good for this I'll stick with them, so any thoughts?

EDIT: Is shaving in the opposite direction aka ⬆️ instead of ⬇️ really bad for your hair growth and if so how much? Heard this somewhere, but I find it basically guarantees a clean shave

I bought a Drone off Facebook Marketplace (Messenger) through PayPal G&S which is linked to my Revolute, sent them £65, talked a bunch about it and they event agreed to send it by tomorrow. It's been 2 days now, no response, what options should I be picking in the resolution centre for best chances to get money back?

I contacted them through PayPal messages yesterday saying to check messenger.
