What defines the parameters of using a "stiff arm"?

I have seen officers hold their arm out to keep someone at a distance, or the person in question walks into it. Someone was watching a video on their phone, and it was hard to see, but the person (who was clearly charging towards the officer) fell to the ground hard. Is a "stiff arm" intended before someone reaches the officer, or is it a common practice to also use it to push someone away? I assume chairing an officer is not allowed, but that it differs from actual contact, as the person could stop... but it would still be perceived as a threatening action because you never know what someone could be capable of.

I thought the officer pushed them down when they ran up to them, but the officer used the term "stiff arm" when telling the other officer who arrived there later. This is the first time I am hearing the term, and I am finding conflicting descriptions of what it is and its intended uses.

So I want to keep fries in my freezer to easily air fry. It's cheaper to just buy a bag of potatoes than buy packaged fries. Can I cut potatoes into fry shapes, wash them, then put them into the oven to dry off all the water before freezing? Patting with a cloth does not seem to dry them fully, and using paper towels is expensive.

If so, how long should I put them into the oven and at what temperature? and should I just dry them, or should I par-bake them in the oven before letting them cool and freeze?

Alternately, could I steam the washed fries and then let them cool (effectively drying them in the process)?

Currently, google allows AI and says that if people wish to monetize the vid they need to disclose the info in their description. However, you can see by the comments that many people don't even know there is AI and think it's an actual celebrity or politician speaking in the video.

I put the clip into an AI detector, and it accurately calls out the voice as AI. I feel when someone uploads a video, YouTube should check for AI automatically (that's the world we live in now; can't get around it) and then bring up a window where you need to select and tick what is all involved. Then before the video plays, a splash screen comes up that says "This video includes content that was made with the use of AI. This includes: " with one of the displayed lines being generated AI voices.

After we wrap up the Onyn Ring hometown arc, I would like to see an arc that focuses on Slushi... I enjoy seeing all of her flashbacks (with many changes to her appearance over the years). Maybe have her meet an old friend, and each short is them telling stories of growing up, with the arc being a story told over several shorts over several years about young Slushi to now Slushi.
