Basically when your opponent activates a card with a non-restricting restriction "you cannot Special summon monsters for the rest of this turn, except DARK monsters" you handtrap this and it negates the exception, making the effect "you cannot Special summon monsters for the rest of this turn~~, except DARK monsters~~"
