Let’s start with his fight vs Meruem, which is the most obvious ”strongest human vs strongest creature” parallel of all time. In fact, Meruem basically states that Netero is the strongest human. While he technically wouldn’t know this, I think this is obvious narrative portrayal in favor of Netero.

Let’s also take about his motives and training. Netero surpassed the limits of humanity with his training which we see in his nen ability. He had already perfected everything he could’ve as a peak enhancer, but he went past these limits with his pure training and skill. This is why is nen ability is not an enhancer ability, because he transcended the inefficiency of not using your primary nen category with sheer skill alone. No other human has none this.

Netero‘s entire motive and character is built on fighting someone, he dedicated his entire life to martial arts. The idea that some dude existed out there on the normal world that is more powerful than him would honestly soften his character considering that Netero knew about basically every powerful nen user.

Now his feats, Netero easily has the best feats out of any nen user in the series. It’s not a contest. He took Meruem to mid diff, something I don’t think anyone else other than Gon could do.
