Is there a lore reason why we don't get more instances types in the covenant

I know there was a few instances at least in the comics but we did see the old school jackals operating with raptor jackals and maybe one or two panels with the old design of elites with the newer bulkier elite on page but has there been any lore explanation as to why these aren't shown for often least since Halo 4.https://i.imgur.com/pChRlbv.jpeg
