cant set unlocking method to account password

it should normally like the picture in english (that i got from the internet) but its the picture in dutch for me, the difference is that theres no option to unlock it by typing in my account password, only a pin. and i cant change my pin from the 'log in options' menu (if thats how you say it in english) i have to change it from the "i forgot my password". im using a hp omnibook flip 5, is this normal? i bought this instead of the one that we could buy from my school (i dont know which one, but its another hp laptop) my whole class uses the one they bought from the school and they all can use their account password but i cant. i tried to use the command prompt to change my password but the file NGC doesnt seem to exist on my laptop. my OS build number is 26200.8037
