Her dogs make it near impossible to land Qs all game long. Is this permaban worthy?

Did something change? I remember doing way more damage than I'm doing right now with the same items. What's the meta build at the moment? Even with cyclosword a Q+E doesn't feel like it does the chunk it should on squishier champs.
