Residents of 16 villages under the Palasbari and Azara revenue circles in south Kamrup are living under growing fear and uncertainty amid reports of impending land acquisition and possible eviction for the proposed Aero City and Satellite Township projects near Guwahati.

The affected villages include Patgaon, Jobe, Sajjanpara, Rajapanichanda, Andherijuli, Rangapara, Kachari Allibari, Batabari, Matifuturi, Pachaniyapara, Jangalipara, Kamargaon, Lochana, Sathikarpa, Maliyata and Deur Ali. Although no official eviction order has been issued so far, residents claim that intensified activities by the revenue department have heightened concerns among local communities.

Government notifications have reportedly been issued for valuation and acquisition of agricultural land in six villages – Jobe, Pachaniyapara, Matifuturi, Deur Ali, Jangalipara and Kamargaon. Revenue officials, village heads, and local administrative personnel have been actively engaged in collecting land-related documents, with sources indicating that the documentation process is expected to be completed and submitted to the government by June 25.

Traditionally, the agricultural fields in the area would be bustling with farmers and labourers during this period of the year. However, villagers say that the fields are now witnessing increased administrative activity instead, reinforcing fears that eviction or land acquisition may be imminent.

The proposed development plan envisages the creation of an Aero City by the Adani Group and a Satellite Township by the State government in the Rani-Bongara region, located within the Tribal Belt and Block adjoining Guwahati. For the projects, approximately 6,662 bighas of land are proposed to be made available, including around 2,662 bighas earmarked for the Aero City project, while the remaining land is intended for the Satellite Township.

While the projects are expected to significantly transform the region’s infrastructure and economic landscape, local residents fear that thousands of people may lose their homes, agricultural land, and primary sources of livelihood.

For many families in the affected villages, agriculture remains the sole means of sustenance. Villagers have questioned what rehabilitation measures, if any, would be provided in the event of land acquisition or eviction.

Several of the villages fall within the south Kamrup Tribal Belt and Block, while villages such as Jobe, Sajjanpara, Rajapanichanda, Andherijuli, Rangapara, Kachari Allibari and Batabari are also under the jurisdiction of the Rabha Hasong Autonomous Council (RHAC).

Tribal organisations have expressed concern that bringing these protected tribal areas under the control of the Guwahati Metropolitan Development Authority (GMDA) could adversely affect the constitutional safeguards, land rights, cultural identity, and administrative autonomy currently enjoyed by indigenous tribal communities. They have also argued that such a move could weaken the self-governance powers of the Rabha Hasong Autonomous Council.

Opposing the proposed plan, several tribal organisations, including the Rani Regional Tribal Sangha, Rani Regional All Bodo Students’ Union, and Rani Regional Rabha Students’ Union, submitted a memorandum to the Chief Minister through the Palasbari co-district commissioner on June 18, urging upon the government to safeguard the rights and interests of the indigenous communities living in the proposed project area.
