Best alternative to H2O Wireless?

H2O wireless is having major service problems lately and I need to switch carriers.

What service fulfills these qualifications:

  1. runs on AT&T/T-mobile networks.
  2. pay as you go.
  3. offers physical sim cards.
  4. you can add phone load to your number with a PIN code you can buy at the cell phone shops in our cities?

The $10 for 90 days is very important to me.
I do not use this number for any data/internet at all.. none. i just need talk and text.

Can anyone recommend a service that will work for me?

Thank you.
