Please help

I'm new to digital art and currently run into this problem every time I want to render. I want to do cell shading but the brush keeps doing that thing where it layers over itself everytime I go over part of the drawing.so I want to know is there any brush that's just that one flat colour no matter how many times you go over it? Or a setting? And is it in the free version cause thats the one I use...I just want one that doesn't get brighter or thicker everytime I go over the drawing cause it's currently my biggest problem everytime I try to do lighting
