Should I pick ee or not?

So I have interest in making new things like robots and stuff but I have no real experience of it.I want to choose a degree that has this robo part but isn't heavily dominated with it like ee,I want a mis of software as well not only hardware.But now the problem is that I got in two unis one is top tier in our country,I got admission in EE ,then there is anything other unis which is also top tier but 3-5places below the other one ,this one also doesn't provide much exposure,I got in software engineering.Now that I have only these two options idk what to choose.
