I live in the convergence zone and it feels weird to water in October. We’ve had very little rain and there are more dry days for at least another week. Should I water?

I just discovered my neighbor is having synthetic turf installed in their backyard. We live in a city with just a fence between us. I have worked hard the last few years to convert my surrounding yard to native plants and flowers. I want to give back to the planet as best I can in my small city lot.I also have a vegetable garden. This is a nightmare for me. I HATE fake grass. I am wondering- will there be any dangers to me or my pets being next door to plastic grass? Rain runoff with microplastics? The neighbor also has dogs.
Edit: Being next door, wondering the harm risk to my health, my pet health, my soil health, air quality. Off-gassing? Lymphoma risk? Does anyone have any insight to this info?

Does anyone know what’s going on with my rhodie this year? My parent’s who live 15 mi south of me have several rhodies with the same spots. All mature 20-40 year old shrubs. We are assuming it could be fungal. Need help diagnosing and treating. -8b puget sound area. Thanks for any ideas.
