The tour guides at mount vernon and Chernow say he basically was a sorta of proto president with congress even taking his input on non miltary matters like the treasury and people celebrating his birthday .

I think Long could have done well for ww2

for the civil war ...maybe Winfield Scott if you stretch the definition of politlcan but I dont know if he could have maneuvered the 13th .Seward strikes me as too arrogant to unite the north.
