Last night, the City of Costa Mesa, California, discussed whether it should keep its contract with Flock, after Costa Mesa police officer Robert Jay Josett was caught making unauthorized queries in CLETS and Flock, targeting his wife, his mistress, and his mistress’s other romantic interests.

Residents provided five hours of testimony in opposition to Flock. Costa Mesa city council voted 6-1 to keep the contract.

The speaker states the state has no business looking at anyone who has done nothing wrong. Without proof of wrongdoing the government holds no right to watch people at all.

Claims of innocence mean nothing against power that needs no limits. This structure leaves personal control open to constant intrusion and strips individual sovereignty.

State control spreads in new forms without clear bounds. Looking remains hidden because no prior proof is ever required.

Adoption creates lasting forced compliance for everyone. Conservatives and liberals alike must stay alarmed and ready to fight for the founders’ limit that some crimes stay unsolved rather than accept total surveillance.

Controversy over Flock license plate reading cameras has rippled across Wisconsin, causing people to fill public hearings as some regions remove the cameras, and others overhaul auditing and oversight. Activists, elected officials and police departments are navigating disagreements over privacy, safety, freedom and the facts about the surveillance network.  

Communities including Dane County, Verona, Monona, Fitchburg, Appleton, Oshkosh and Sturgeon Bay are dropping contracts with the multi-billion company Flock Safety because of heightened awareness and public anxiety over surveillance.

In April 2026 a Flock Safety representative told the Oshkosh Common Council that the company's system does not build a heat map of where a vehicle travels.

The claim was false.

Within roughly 24 hours the police chief confirmed the capability, and the council reversed course and rescinded the contract on a 7 to 0 vote. Rather than owning it, Flock described the whole thing as a "misunderstanding" and a "minor nuance."

This is the centerpiece of an ACLU report published July 2nd by Chad Marlow and Jay Stanley, arguing this keeps happening: when someone catches Flock in a misleading claim, the company reframes the people asking questions as the problem.
