I’ll start with Sam first

Sam should scale to Armstrong as he fought on par with him who was capable of punching magma out of the ground, This is also consistent with the Telekinetic power that Monsoon has shown

Moving on to Speed, He was capable of holding his own against Raiden, Raiden being a character capable of perceiving lasers in slow motion

Now as for Adam, He was capable of one shoting Yang in Volume 3 and kept up with Yang and Blake later in Volume 6.

Yang being a character capable of punching a meteor capable of destroying all of Remnant in The Offical Manga Anthologies (which are canon) as well as blew up Salem’s body, Someone capable of releasing a Grimm pool at this much yield (You could also get the meteor feat at planetary since it was stated to be able to destroy all of Remnant but this is unnecessary here)

He should also scale to Hazel as Nora and Weiss, People who Adam scales to were capable of beating him during Volume 5, who confirmed to have killed Salem many times prior to the events of the series, adding consistency to this line of scaling

(NOTE: While Salem is depicted as more of a glass cannon, She does have some form of durability as She was only stunned by a direct magic blast from Oscar, whose magic at this point in time allowed him to create barriers tough enough to protect him from the backlash of the Long Memory)

When it comes to speed, He was capable of dodging and blocking Pulse particles from the Spider-Droid and upscales from Pyyhra who was capable of dodging Penny’s Lasers which are confirmed to be Light by several reliable sources and kept up with V6 Blake and Yang who are faster than that by a blitz difference

Sam may be faster but Adam is way stronger and has much better abilities and more versatile with his semblance

Additionally, Murasamas’ dura neg is completely useless in this fight since Adam is protected by Aura, a manifestation of the user’s soul so it doesn’t have any molecules for Sam to cut through and Adam’s Moonslice making him stronger and faster with each hit means he will eventually catch up to Sam and land a decisive blow to get the W, Sam also has no answer to Adam just blowing him from the inside out with his Aura enhanced strikes
