America: White square with "Speed Limit 70"

Europe and other: Circle with red border, "70" written on it

There's only 1 mod now but it's just a bot, make a request in r/redditrequest to moderate it again.

On people's profiles i see Start Chat button, but I cannot do it for some profiles. Trying to start chat from searching a member, but specific members show "Unable to message this account"? Can someone explain why can't i start chat to some people?
