Are there any agencies that I can contact that are responsible for investigating and holding DHS accountable for abuse and neglect?

My son keeps getting hurt and mistreated while in DHS custody and while I have been making reports to regional directors and people in supervisory roles it feels like they keep sweeping it under the rug and hiding their mistakes. I don't know what to do.

I had a really disturbing dream last night because of this game, details below for those interested.

So I played this game until I went to bed last night. In my dream I was trying to find homes for kittens that we had, I came home to check on them and there were about 20 dead kittens in the trash can of varying sizes and unnatural colors. One of them was the size of a bug. Some were still barely alive which I unsuccessfully tried to save.

Other factors: we do have kittens IRL we are trying to find homes for. Our other cat that had babies shortly after had a bad birth and none of the kittens made it which was very traumatic for me.

Anyways thanks for listening, I think I might take a break from the game for a bit because that was awful.
