Alpharetta chose kindergarten tackle football over middle school Flag Football- fair or foul?

With NAFL,the only youth football rec League in Alpharetta, Flag Football stops in the 5th grade and there's no option for kids to play around here afterwards.

There dozens of parents ( at least enough for 6 teams) that wanted to keep it going in middle school and there was an opportunity for NAFL to finally start a middle school 6th grade league - instead they chose to put pads on 4/5-year-olds and let them run into each other.

Someone please make this make sense for me.
