In the south of the continent, starting with the Axis invasion in the spring of 1941, bloody guerrilla warfare and drastic pacification operations erupted, which in the Balkans claimed 7% of the population in Greece and 6.63% in Yugoslavia. These events contrasted sharply with the situation in Western Europe.

Countries such as France and Great Britain, despite being involved in the conflict from the outset in September 1939, experienced significantly lower losses, ranging from 0.76% to 1.26%. This difference resulted directly from the different nature of warfare: while in the West after June 1940 the occupation was mainly exploitative in nature, in the East Nazi Germany implemented the criminal Generalplan Ost, treating the conflict as a racial war for living space and the physical elimination of entire nations.
