Looking to make a build surrounding animation cancelling enemy attacks

Not stance breaking, where you can perform a critical hit, but simply causing an enemy to cancel their attack or get knocked down (an example being taker's flame knocking over smaller enemies).

I am wondering what gear can do this to the most enemy types, ranging from weapons, incantations, sorceries, craftables, etc. It doesn't need to have incredibly high damage.

How would you fix the boom hammer?

There are 3 issues the community talks about the most:

You have to reapply the fire effect every attack.

It doesn't have a proper transformed mode with a different moveset.

The base moveset is still basic.

If you could redesign the Boom hammer, how would you fix these issues?

I think Point Lookout and Dead Money are what the base 3D Fallouts should have been

Point Lookout is a great reperesentation of how to fix the countryside portion of the map, blindly navigating through, being unable to see far ahead, and naturally stumble upon locations and loot hidden in nooks and crannies within dense vegetation. Enemies use the low visibility to their advantage and surprise the player.

Dead money is a good representation of how to fix the urban zones of the map, having maze like architecture you venture in and out of, toxic clouds impeding visibility, creepy abominations running around, just fantastic.

What non-boss enemy do you have the most fun fighting?

I enjoy the old hunters in the dlc, especially the Boom Hammer Hunter: "AAUUGH BLOOD- NOOW!!!"

Looking to use a thicker layer of material (possibly kangaroo leather) over the rigid portions of the body, while using toroidal joints to reduce wear and tear from buckling and stretching. I would want to seperate each body part into zip together pieces for added customization (boots, legs, arms, gloves, torso, and neck for a helmet). Add in water repellent coating for weather-proofing. I would want an under layer to prevent bacteria buildup on the inside of the suit, but am worried about friction from moving causing skin irritation. A lighter color, like tan, could reduce the overheating issue in sunny weather. I don't know if vents for airflow would be enough.

I remember that the game contained anthropomorphic animal characters, and you started in an airship or blimp trying to arrest a criminal, before getting kicked out, and end up in a bar. It was an early 2000's game, I played it on an old apple imac.

Tacoma Community College student here, about to finish my associates degree and will be transferring soon. The only reason I have excelled in most of my courses is that they had open note exams. I have a feeling that my gpa is going to plummet.
