I see Scout Squads in almost every Black Templars tournament list. Why is that, and how exactly do you use them effectively?

Bros, I need your help with something quick. The Land Raider Crusader moves and units can disembark and charge afterward. But can they advance before charging if the Assault Doctrine is active? So: Land Raider Move, Unit Move, Unit Advance, Unit Charge?
+ Follow-up question: Can the Land Raider even advance as well?
