And it can be a way to ensure people don't carry too much luggage in the cabin.

Please don't derail the conversation by nitpicking other issues like security of cabin luggage will be different, yes those can be taken care of. Or like is someone doesn't board, it will be same way as checked in luggage, as ground staff will know exactly where which bag is.
