Auto driver refuses to put meter? Know the rule in Bengaluru

Just sharing this because many people may not know this.

As per the Bengaluru RTA fare revision, the auto fare is ₹36 for the first 2 km and ₹18 for every km after that. The revised fare came into effect from August 1, 2025.

Also, the Bengaluru Traffic Police Spot Fines list says:

“Demanding Excess Fare & refusal to come for hire etc., by Autorickshaw Driver or Taxi Driver”

  • 1st offence – ₹500
  • 2nd & subsequent offences – ₹1,000

This is listed under Rule 13(U) of the KMV Rules read with Section 177 of the MV Act.

So if an auto driver refuses to put the meter and says “meter haakalla”, don't fight with him.

If it is safe:

  • Record the auto number
  • Record the refusal/video
  • Note the time and location
  • Report it to Bengaluru Traffic Police/Transport Department with the evidence.

The fine is not automatically ₹5,000. The BTP spot-fine list specifically shows ₹500 first time and ₹1,000 for subsequent offences for excess fare/refusal to come for hire.

about the case : Four people entered the forest area, allegedly for hunting. They were confronted by Karnataka Forest Department officials, leading to a shootout in which three people were killed. The fourth person managed to escape from the spot. The exact circumstances of the shooting are being investigated.

  • ನೀರಿನ ಕೊರತೆ ಎದುರಿಸುತ್ತಿರುವ ಕೆಲವು ಪ್ರದೇಶಗಳಲ್ಲಿ ಜಾನುವಾರು ಸಾಕಾಣಿಕೆದಾರರು ನೀರಿಗಾಗಿ ಟ್ಯಾಂಕರ್‌ಗಳನ್ನು ಅವಲಂಬಿಸುತ್ತಿದ್ದಾರೆ ಎಂದು ವರದಿ ಹೇಳುತ್ತದೆ. ಇದರಿಂದ ಕುರಿ ಮತ್ತು ಮೇಕೆ ಸಾಕಾಣಿಕೆಯ ವೆಚ್ಚ ಹೆಚ್ಚಾಗಿ, ಮಟನ್ ಬೆಲೆಯ ಮೇಲೂ ಪರಿಣಾಮ ಬೀರುವ ಸಾಧ್ಯತೆಯಿದೆ.

ಕರ್ನಾಟಕದ ಆಹಾರ ಮಾರುಕಟ್ಟೆಗಳ ದೃಷ್ಟಿಯಿಂದ ಇದು ಪ್ರಮುಖ ವಿಷಯವಾಗಿದೆ. ಏಕೆಂದರೆ ಬೆಂಗಳೂರು ತನ್ನ ಸುತ್ತಮುತ್ತಲಿನ ದೊಡ್ಡ ಕೃಷಿ ಪ್ರದೇಶಗಳ ಜಾಲದ ಮೇಲೆ ಸಾಕಷ್ಟು ಅವಲಂಬಿತವಾಗಿದೆ. ಆ ಪ್ರದೇಶಗಳಲ್ಲಿ ನೀರಿನ ಬಿಕ್ಕಟ್ಟು ಉಂಟಾದರೆ, ಅದರ ಪರಿಣಾಮವಾಗಿ ಆಹಾರ ಪೂರೈಕೆ ಮತ್ತು ಮಾರುಕಟ್ಟೆ ಬೆಲೆಗಳ ಮೇಲೂ ಪರಿಣಾಮ ಬೀರುವ ಸಾಧ್ಯತೆಯಿದೆ.

ಇದರ ಜೊತೆಗೆ ಪ್ರತ್ಯೇಕ ಆಹಾರ ಸುರಕ್ಷತಾ ಕಳವಳವೂ ಇದೆ. CPCB ಸಮಿತಿಯ ಅಧ್ಯಯನದಲ್ಲಿ ಬೆಂಗಳೂರು ಮತ್ತು ಸುತ್ತಮುತ್ತಲಿನ ಪ್ರದೇಶಗಳಿಂದ ಸಂಗ್ರಹಿಸಲಾದ 72 ತರಕಾರಿ ಮಾದರಿಗಳಲ್ಲಿ 19 ಮಾದರಿಗಳಲ್ಲಿ ಅನುಮತಿಸಲಾದ ಮಿತಿಗಿಂತ ಹೆಚ್ಚಿನ ಸೀಸದ (Lead) ಅಂಶ ಪತ್ತೆಯಾಗಿದೆ. ಅಧ್ಯಯನದಲ್ಲಿ ಹಲವು ಕೀಟನಾಶಕಗಳ ಅವಶೇಷಗಳೂ ಪತ್ತೆಯಾಗಿದ್ದು, ಕೆಲವು ನಿಗದಿತ ಮಿತಿಗಿಂತ ಹೆಚ್ಚಾಗಿದ್ದವು.

ಇದೀಗ ಮುಖ್ಯ ಪ್ರಶ್ನೆ:

Bengaluru’s food supply could be affected by groundwater stress in nearby farming areas

A recent report has raised concerns about the sharp decline in groundwater levels in several areas that are important suppliers of vegetables to Bengaluru.

Areas around Chikkaballapur, Kolar, Bengaluru Rural and Ramanagara are major sources of vegetables reaching Bengaluru markets. If groundwater availability continues to decline, farmers may face higher irrigation costs, reduced cultivation and lower production. That could eventually put upward pressure on vegetable prices.

Some of the key figures highlighted in the report:

  • Bengaluru requires roughly 2,000 tonnes of vegetables every day.
  • Estimated daily demand includes around 290 tonnes of tomatoes, 280 tonnes of onions, 140 tonnes of potatoes and 160 tonnes of leafy vegetables.
  • Kolar, Chikkaballapur, Bengaluru Rural, Ramanagara and nearby areas contribute significantly to Bengaluru's vegetable supply.
  • The report also says livestock farmers in some water-stressed areas are spending more on tanker water, which could increase the cost of sheep and goat rearing and potentially affect mutton prices.

This is important for Karnataka's food markets because Bengaluru depends heavily on a large network of nearby agricultural regions. A water crisis in those production areas can eventually become a food-supply and price issue in the city's markets.

There is also a separate food-safety concern. A CPCB committee study found lead contamination above permissible limits in 19 out of 72 vegetable samples collected from Bengaluru and surrounding areas. The study also detected multiple pesticide residues, with some exceeding prescribed limits.

The bigger question is:

If groundwater continues declining in Bengaluru's major vegetable-supplying regions, how much could it affect vegetable production, market arrivals and prices in Bengaluru?

What are farmers and traders in Kolar, Chikkaballapur, Tumakuru, Ramanagara and Bengaluru Rural seeing on the ground right now?

Modern Caste Discrimination in College: Why I Stopped Revealing My Caste

Reservation-category students: just don't reveal your caste in college

I'm saying this from my own experience, especially to SC/ST and other students who come through caste-based reservation.

When I joined engineering in first year, I noticed something that I didn't really understand at the beginning. A lot of students, especially those who came through general merit, were already frustrated about reservation. Their mindset was basically: "I got a better rank, but this person got a better college with a lower rank because of reservation."

I'm not saying every general-merit student thinks like this. But you will find people who genuinely carry that feeling, even if they never say it directly to your face.

In college, everyone can be friendly. They'll talk to you, sit with you, joke with you and act completely normal. You may never hear someone say, "I don't like you because you're SC/ST." But that doesn't necessarily mean caste or reservation never enters their thinking.

That's why my advice is simple: don't casually reveal your caste in college.

If someone asks, "Bro, what's your category?" you don't have to answer. Just say something like, " say medium level caste only or I don't really discuss that stuff" and move on. There's no reason to tell your entire friend group your caste just because someone casually asked.

And please don't go around showing your caste certificate to friends. Your caste certificate is an official document. Give it only to the college/official person who actually needs it for admission, scholarship, verification, etc.

I'm saying this because I personally experienced something that made me rethink some of my friendships.

In third year, two of my general-merit (close ) friends were discussing an internship opportunity and joined it without telling me. I was literally sitting in front of them. I asked them normally, "Bro, can you share that internship link with me also? I want to apply."

The response wasn't exactly welcoming. They brushed it off like it was nothing. Maybe they had their own reasons, and I can't prove that their behaviour was because of my category. But after that incident, I started looking at the friendship differently.

That experience taught me something: being friendly with someone and actually helping them when an opportunity comes up are two different things.

Maybe I'm wrong about some people. Maybe some of them genuinely didn't care about my caste. And I've also met people from general merit who were completely normal and supportive. So I'm not saying "all general-merit students are like this."

I'm saying you don't know what's going on in someone's mind, so why voluntarily give them information that they don't need to know?

Your caste is relevant when you're applying for a government scholarship, reservation benefit, admission, document verification, etc. Give the information to the proper authority when required.

But your random classmate doesn't need to know.

Just keep it private. "Say medium level caste or I don't discuss my caste/category" is enough.

Also, I'm not making this post to say reservation is perfect. There are genuine problems with the reservation system and there are valid arguments about how it should be reformed. But that is a separate discussion.

The bigger point is that caste-based thinking is still present in India and its modern discrimination in college . Even if the government changes reservation rules tomorrow, people's mindset won't magically change overnight. It will probably take generations for caste to become irrelevant in people's thinking.

Until then, if you're a reserved-category student entering college, especially engineering or medical college, my personal advice is:

Study hard. Make friends normally. Don't be ashamed of your category. But don't unnecessarily announce your caste to everyone either.

You don't owe your classmates that information.

Keep your caste documents private, submit them only where officially required, and judge people by how they actually treat you over time.

That's just my experience and my warning to juniors. Maybe your experience will be completely different, and honestly, I hope it is.

Other category people may say : then why not to remove reservations? I dont wanna answer this question and my post is only to alert my fellows juniors here , govt should think and reform as per the current situation of India that's it

I have now raised a complaint through Karnataka Janaspandana (IPGRS) requesting urgent intervention and a clear, time-bound result timeline.

Tumakuru KSRTC Bus Stand: “Free” Urinal But Asked to Pay? 🤦‍♂️

Today I was at the Tumakuru KSRTC bus stand and went to use the toilet(only urinal). There was a board saying that urinals are free, while some amount is charged for using the toilet. thats Fine

After I finished, a young boy sitting at the fee-collection counter asked me for money. I asked him why, since I had only used the urinal.

He told me: “Free is only for physically handicapped people.”

I asked him to show me where the board says that. He then said that it’s not written on the board, but “that is the rule.”

My point is simple: if there is a restriction, put it clearly on the board.

If the board says “Free Urinal” but there is actually a condition like “Free only for physically handicapped persons,” then that condition should be clearly displayed. How are ordinary passengers supposed to know about a rule that isn't mentioned anywhere?

I told him: First put the board clearly saying “Free urinal only for physically handicapped persons,” then I’ll come and pay. 😂

Feels like nowadays they’re trying to collect money from the public in every possible way.

Don’t be afraid to question things like this. If something seems wrong, ask them about it and, if necessary, complain to KSRTC authorities at the bus stand.

Just be aware and don't blindly pay if the displayed rules don't match what you're being told.
