Why doesn’t this Metro North crosstown rail line exist?

It’s kind of crazy that you need to travel all the way back into Manhattan to make a connection between Hudson, Harlem or New Haven lines. Seems like a no brainer that there should be some east-west connection.

The last 2 nights I’ve been hearing a loud, sustained LOW bass noise, inside and outside, by 80th st park. It’s not pulsating, it’s sustained, very loud and very very low. Does anyone else hear it?
