Last month I launched this to help Bay Area homeowners file an informal decline in value assessment. The response was overwhelming: over 2,000 people have checked their property, and dozens have filed, averaging over $3,000 in estimated annual savings.

I've now opened it up for Napa County. The county's form accepts requests through November 15.

Checking is free and you pay a flat $29 to file. You can only file if there are savings estimated, and about 80% of checks come back with none.

The site pulls comps based on Publication 30 rules, fills out Napa's own Request for Decline in Value Review, attaches a comparable sales worksheet, and emails it straight to the assessor. Returning the form by email is printed on the form itself as an accepted way to file.

One Napa quirk: the county asks for requests by May 15 so it can finish before the assessment roll closes on June 30. The form still accepts filings through November 15, so a later filing is valid, but the county may act on it after the roll has closed. And if your property was already reduced, the county tells you not to file again.
